I don't know if the average person is even aware of eye contact but experienced people do. You can easily figure out if someone is into you or not if you look just a split second longer. I feel like most people avoid it out of discomfort or not knowing what to do if they recognize something is there. I know I did at first but now that I've educated myself and got experience it helps so much.
