People get nervous, and stay in what is called habitual conversation, where the purpose is more about feeling connected to others instead of actually knowing or experiencing each other. When that happens you have to move it forward or get off the phone.
The good thing is that habitual conversation is easy to adapt into more meaningful or deliberate talk. You just have to take more initiative and not fear rejection. If you've handled rejection well, habitual conversation can continue with the thought that you won't want to waste time or energy beyond habitual connection. It never hurts to try again, later.
I don't see why you can't just ask her to come over? If she's not okay with that, then say "it would be cool to meet up with you sometime, how about lunch, dinner, laundry, gardening etc... " anything just to keep the conversation moving beyond habitual conversation.
