Tell her you want to be with her. If she says she wants to be friends, tell her you have no interest in being just her friend

Hang out with her alone... again. And again. And again..

Ask yourself, what do you truly want her from? Then gauge/read what does she want from you? Then find the right balance to make yourself happy.

Seems like she wants to just hook up. Is that cool for you? Are you ok with hooking up while seeing how things go? Go for whatever it is makes you most comfortable.

Point blank: don’t hang out with her and her friends ESPECIALLY if they are dude friends. Subconsciously, dudes mentality are out to win the girl NO MATTER THE SITUATION.

So if there are no dudes while you guys are getting to know each other, she’ll learn how you behave at your best potential, and that will set the bar.

I’m in a similar situation, you’re a little ahead though. If I had the chance to cuddle and make out with the coworker I want to fuck (and she likes me too), then I’d have banged her already.

But we’re always iniviting each other out but we always both have made prior plans lol. Just keep yourself busy and she will keep chasing, and when she invites you then you have to isolate and then start doing more than just kissing

She’s collecting orbiters while she sees who else is out there who is better. Pull away and watch her go after you to bring you back into her orbit, once she feels secure that you (and maybe a few other guys) are back in her orbit, she will withdraw from you again
