Yes, ask her out. More importantly: When you are with her touch her. Scary if you've never done it before. But women love to be touched by men. And it still is our duty and privilege to start the physical things. Making a conscious decision to touch in the moment will probably make it awkward. But when you notice an urge to touch her just allow yourself to do so. Like when she has a ring take her hand fondle the ring and comment about it. Judging from your interactions she likes you so it is very unlikely indeed she will object to being touched by you. If you keep talking and texting you will be in the dreaded friendzone / her orbiter. Either way kudos for approaching. You sound like a person who will do well with the ladies.

I'd say you have all the signals on to go a bit further with her so yeah, you can definitely ask her out.

Don't do it on Snapchat or via phone though. You see her IRL often apparently so just use one of those times when you discuss at uni (or wherever it is you guys are) to ask her out in person.

And don't make it a big official deal or whatever. You have a casual conversation and then you just bring up something along the lines of "What are your plans for this weekend/evening? Wanna go grab something to eat/drink?"

Don't ask her out. Just say, you're pretty cute today with a smirk and see if she reacts.

If she is flattered, flirt a bit with her and leave it at that. Then, just keep hanging out with her, flirt with her, tease her and then just say to hang with her to do something. She'll say yes anyway and then kiss her when you have isolated her.
