My opinion as an out-of-towner who's been to new orleans more times than I can count:

If you want to be around "receptive" women, I honestly think that you really shouldn't go anywhere other than Bourbon street. The non-touristy places are great, but they certainly won't have females in the same I'm-from-out-of-town-and-just-want-to-have-fun mindset that bourbon st. has. That street is probably one of the dirtiest places on earth. Vegas doesn't even come close IMO, unless you want to pay for it. You can easily pick-up in the dozens of bars or even on the crowded, closed-to-vehicles street.

Drinking never really stops, but seems to be pretty rampant as early as 2pm. Usually I'm still asleep at that time though.

You don't need bar names: just start at the Bourbon/Canal intersection and bar-hop. You can bring your drink from the last bar into the next.

There are a few downsides to bourbon street that I think are worth mentioning, but don't change my mind personally:

the bars almost all play either classic rock or top 40 dance
the girls dress somewhat more casually, and you probably won't see many/any 9's or 10's.
the cops are not to be fucked with
some shady people are waiting for you if you make a wrong turn
there are a lot of hookers that you won't realize are hookers at first
you miss out on the rest of New Orleans which is also awesome, but totally different.

Hey! I go to Loyola. I'd love to get together while you're here. Let me chime in on a few things.

Columns uptown is a fancier bar, although there is a good mix of college students and older folks. A good atmosphere, but maybe not the place for what you're looking for. Other similar places off the top of my head are Shamrock, Delachaise, and Fat Henry's, although Columns is definitely fancier than all of those.

The Boot and Palm's are more what you are thinking of. Very sweaty, crowded, and loud. Head down to Maple St for more of these similar college bars, such as Rocco's, Bruno's, and Annex. A lot of these are a hit or miss depending on the night, as college kids tend to all crowd to one place or the other. Cafe Prytania is also great place for live bands and a lot of sweaty people. Lastly, Snake & Jake's is an awesome dive bar.

Bourbon St is a huge party itself if you go on the right day. Also very crowded and sweaty. Pick a bar to start with, but pretty much head in any direction after that.

Frenchmen St is another good place to go. Less toursity, lots of good music, and much better for finding interesting people than on Bourbon.

For day drinking, I like Delachaise. Bulldog also has a huge selection of beer on draft.

Unless you have a Tulane or Loyola college ID, you might have some trouble getting into the Boot. Get creative.
