I can get either # or a bit of kino

To start off, you don't get kino, you give kino. Many girls are naturally more touchy than guys, so it's incumbent on you to establish kino, not them to give it to you.

If you're finding a high degree a flakes, there may be some things you have to take into account. Answers to these questions are the most important:

Did she seem interested during your conversation and give you IOIs?
How long was the conversation for?
How drunk were both parties during the conversation?

There's a post on askseddit that addressed this problem, and it's that #-closes don't necessarily mean anything. You've got to make sure you're establishing attraction at the first encounter, and keep her wanting more. I get #'s now and then, but I usually make a mental note of where I stand with the girl. Were we really vibing that night? Chances look good she'll make a genuine effort to hangout. Pleasant conversation, but nothing too exciting? I take the # with the expectation of it not working out, but I always give it a shot because hey, you can't be having any less sex with her.

Definitely starts with attraction. If you don't/can't build enough when you #-close it makes the rest that much harder.

Can you give some examples of recent flakes? We might be able to tell based on specifics of what's going on (I.e she never responds, or she confirms date and bails, etc.) and give you some guidance there.

Also, persistence is key. I usually give girls a 3 strike rule--sometimes people are just busy, sometimes nervous or scared, sometimes just are shitty people. Persistence when used properly can open new doors and like the other guy said you can't have any less sex with her so be bold.

If your experience matches mine, once you've mastered the art of approach and getting her phone #, now you need to master the art of what to do next. it took me a while, I made a lot of mistakes; chances are it will take you a while too, and you'll make a few mistakes along the way, it's the best way to learn.

I'd say next go for a coffee, spend 1 hour or so getting to know her, and she getting to know you, with the goal to set up your next ~~date~~ activity together.

Ideally during your approach and before getting her phone # you flirted and did some kino. Escalate the flirting and the kino even more at the coffee meet.... escalate, escalate, escalate!
