Persistence?

I'd be persistent, but only to a point. Keep her on the back burner and live your life in the meantime. Periodically text her every week or so just to see if she's available to hang out, but otherwise, don't focus too much energy on this one.

She's probably not comfortable enough with the idea of going on a date with you yet. I'd handle this by arranging to do something with a few friends and then mentioning it to her in a "it'll be fun, you should come join us" way. After that (assuming she comes) she'll be more open to you. If you're struggling with how to do it roleplay that you're calling a guy friend : you've arranged something cool to do and want to share the activity with them; this is your mindset. Try this and post results.

There was also a comment about not being vague when making plans that I totally agree with.

Did she say anything else besides maybe, and does she seem interested in texting, in general? Sometimes a call - or asking if you can call - can be a better way to reconnect, or get a straight answer.

As a side note, I know maybe is often a cop-out for girls, but sometimes it's real cuz of work/etc. Might want to ask her what's going on in life, and show how awesome supportive you can be.
