Usually, the person talking is less prone to always look into the eyes of the other and the one listening is more prone to looking at the eyes of the talker.
You should adapt to the type of “stare” the other person is using. If the person is somewhat shy, staring constantly at her will feel uncomfortable and aggressive. If she is confident enough to hold your eye contact, always looking anywhere but her eyes will look like lack of confidence or evasive.
So, you match and mirror the other person, you adapt to her.
If you have trouble keeping eye contact, you can always “train” using “hired guns”, like the cashier when you go to the store, the gals at the clothing store, the doorman at the bar, the bartender at the pub, the server at the restaurant, etc..

Im not evading her eyes or anything I ususally keep eye contact for a couple seconds and then I let it go, but once I just kept looking at her because she wouldnt stop and then she became uncomfortable and would go "what?" and it was awkward, so Im not really sure what to do

I’m not saying you were evasive, I’m saying it looks evasive, big distinction here!
She was waiting for you to say / do something, you didn’t get the non-verbal queue, she used a verbal one. You need to take a chance, a leap of faith, the “silence” in these types of situation are a good occasion to move in, change location, say something, it’s kind of a blank card that you can fill in the way you want. She is basically letting you lead the interaction because, a) if she’d wanted to lead the interaction, she would ask a question, b) if she didn’t want you to lead, she’d move elsewhere.
There’s a number of things you can do, tell her you’d dive into her eyes or some cheesy things like this, move in closer with her, tell her “Let’s get out of here”, play chicken with her (and tell her, and move in closer, like “Yeah, first one to break eye contact pays the next round” and, when you do that, tease her and play with it!), smile and continue to another subject (getting back to an earlier subject is a good thing, too, shows you listen!), whatever suites the situation honestly.
