Well, it’s kind of reading non-verbal signals, it can never be totally accurate and it depends on the context. You can “use” it in a way that you want to send the “message” to the other person and will most likely be perceived on the sub-conscious level, like any non-verbal message, like any technique related close or far to NLP or like many social queues you could send.

It is an IOI in the sense that it means she is somewhat interested to what you are “doing” with your mouth. But, again, in depends on the context, and it is part of the “group”. Like if she is leaning towards you, like if she is touching, like many things honestly, and I think the idea is to be “aware” of the other, aware of non-verbal message, both sent and received. That’s kind of why I wouldn’t advise to “fish for IOI”, just be aware of the other person, take some risk and you’ll see where it bring the two of you.
