If you planned a date that she agree upon earlier then yes. It's disrespectful and she aint worth your time.

Just hit her with the "Alright another time then. Let me know whenever you're free" and then cut off all contact unless she contacts you first.

I would accept it pleasantly, attempt to re-schedule 1 time and if she puts it off, the best thing you can do is leave the ball in her court, along the lines of,

"Well let me know if/when you'd like to go out and we'll make it happen"

Not too Pushy but it makes your intent clear

Tell her "cool. let's hang out tomorrow, x o'clock, y place." If she flakes more than 3 times.. next. If she was that interested you would be meeting her and not wondering why you're not meeting her.
