It filters women based on interest level. Usually the rule is to never give out your number since women will never initiate. You text a girl and you work your way to getting her on a date. I'd imagine this style is to reduce the work in the backend once she contacts him since she will almost definitely be down for a date. The issue with this is you will have way less actual women contacting you as opposed to just getting their number and you initiating contact.

This is way better for advanced people who meet tons of women on a daily basis hence the dude probably travels a lot so this style works for him.
