In pickup and life in general it is important to be decisive. By decisive I mean that you are willing to be the one to make decisions, for yourself and for the group. That doesn't mean you are bending the arms of others and forcing them to agree with you. Instead, I mean that you are vocal and fearless about what you think the right "move" is in order to move the interaction forward, psychologically and logistically. Say you're pregaming bars/clubs with a group and you think it would be best if you all went to club A. You are vocal about it and make a definite pitch for Club A. That is an attractive quality and very few people are willing to do that kind of thing, which is another way to say: LEAD.

tldr; be fearless in your decision making and others will respect you and follow you in some cases. And you will "get things going." Stagnancy is death in pickup and life.
