I don't see an issue with double texting in this instance so long as you are direct and get right to the point. "Hey so I'm going to a music concert on Thursday, you should come" don't try to create a whole long round about discussion. Just be direct, have a Plan and throw out a straightforward invitation. If that isn't responded to cut your losses. Good luck friend!

That's what I generally say at first, so I'll shoot her something this evening. As usual, I'm not really invested, but she had a good vibe, might even be worth to check it out more. Thanks for the response my dude.

When did you send that text? It matters, since grown up people are busy. We don't have time to text every day, so give it a few days. If she still didn't reply, she's (with a pretty high probability) not really interested in you, so even another date Proposal will be met without a reply. If you want to be sure, just send another message after giving her some time to get back to you, and see if she now does. In my experience it is like this: people who want you in their lives, will reply to you, even if it takes a few days, since sometimes we are busy as shit. But they will always at least reply. Someone who is absolutely not interested in you, will ignore you completely, and in case of women, they don't want to be impolite to guys who pursue them. They try to subtly make clear they are not interested by just not replying to date proposals.

I sent her that text on Monday, to which she responded "Me too, let's plan something!" so I said Thursday evening. I knew I'd be available and I wanted to give her a chance to figure out her schedule (she's a 4th grade teacher, I figured she's busy, and I'm not one to rush dates).
But yes, I have the same mindset too. Any girl I've seen multiple times has simply responded, whether it's right away, 3 hours later, or 3 days later, the girl still sent a message back. I'll give it today, and possibly tomorrow to see if I hear from her, and maybe send out an invite to something I'm doing to see if there's still interest. If not, I'll simply take my ass to the bars and start again. The cycle continues one way or another.
