This isn’t new in the west either. In Sydney, Australia there was a hug club thing where people would pay to go to basically hug orgies. You could have one on one time with a stranger too. This was back in 2014. I never went but was intrigued that non-sexual intimacy was becoming a needs driven industry even back then. Maybe a reflection on the world going online and the more individualised society becomes? Online dating, online meetings, online socialising. Keeping to the family unit, greater security within communities, less trust in others. There is greater lack of human connection, particularly compared to other eras.

You seem to be a little out of the loop about the developments that currently take place in the West.

For example on OnlyFans the average looking girls, the cute but a bit boring girl next door type, have much more success than supermodels. Of course on an individual basis it depends on fame/clout but you can compare the types of girls on aggregate. The reason being that it's not so much about seeing a girl naked (there are exabytes of free porn on the net...) but about the intimacy. The feeling the guy gets when he gets to chat with the girl. Even if he might just chat with basically a call center employee instead of the model herself. And that feeling is more intense if it's believable for the guy that he could get with the girl, thus favoring the average looking over the more attractive ones.

Furthermore anonymous cuddle parties and paying professional cuddlers is also a growing business. Well, not so much right now due to COVID but it was growing before 2019.

Or more personally speaking: I (a German) have a friend who has relatives in Belgium who own a pub where escorts that play your girlfriend/wife for a whole day are commonplace. Costs around 500-1000 EUR. The clients are mostly your typical 50 years old Gen Xer/proto boomer who goes through a rough time (post divorce etc., maybe unemployed, maybe some drinking problem). Sometimes there's no sex involved. Just like a very expensive date for guys that can't get a date otherwise.

It's really all about the lack of intimacy/access to intimacy. Specifically for below average guys.

That the women offering that kind of service actually enjoy doing it? They enjoy the money and they would say in public that they enjoy doing it to not offend any clients.

my guy, there's literally sites in the west where men pay girls to play video games w/ them. the service you're talking about isn't used by the majority of the Japanese male population. I love when "westerners" find some niche Asian thing and blow it up as something super weird when the west has equally weird things. this has nothing to do w/ eastern vs. western culture, every culture has likewise weird niches.
