I'm a first year in college. I'm in Europe so everyone is chill with drinking and partying. In fact, the college often hosts themed parties where you pay a small fee and get as much drinks as you want.

Of course, with parties comes people hooking up. But how? Who makes the first move? I'm an introvert but have no problems approaching girls. In terms of looks, I'm 6'2", skinny(would like to change this), dress well, and always try to smell nice. I'll be honest here, I sometimes get jealous when I see guys that I think are worse looking than me (not trying to be offensive) getting with girls. How does this initiate though? I have gone to random girls and started dancing with them but nothing seems to be happening. Do I start kino with the girl or wait for her to make the move? The problem is, I don't my move be perceived as creepy. I wouldn't even expect much from hooking up, just 2nd base would be chill. And yes I will admit I haven't even gone 1st base with a girl.

I know this might seem like a super basic question but I just want an advice. Thanks in advance.
