You're asking people who are all about game, and you think it's shallow to rate a girl. Kid, everyone's shallow, you give us details that don't even matter, such as your height (shallow), her height (shallow observation), what she wears (shallow), the sooner you realise that the sooner you can get over yourself.

If you do want this girl, you're asking the wrong questions. Nobody has the magic words that make her go all out for you. All you had to do was instigate a kiss by creating that moment. You flaked out because of your own perception of "awkward". I bet she was totally cool with it.

The answer is almost always to kiss her. Unless you knew/know for a fact that she was just being friendly with it, assume there's some attraction. When she gives you that certain look (you know it when you see it), go for it. Or if you don't know how to spot that look, basically gauge your own emotions -- you know that instant where you feel the most vulnerable, and the most like she's expecting something from you? That's when you go for the kiss. Even if that's not actually what she wants, you're bound to get a semi-decent reaction at the least. Slow dances are made for that.

I had a girlfriend sophomore year -- I had never talked to this girl before, but she told my friend on AIM that she wanted me to ask her to homecoming. This girl was sexy as fuck, so I was like "Of-fuckin-course I'll ask her to homecoming." So I asked her -- on AIM -- and she said yes. We still had a few weeks before the dance. Before the dance, I saw her numerous times in the hallway -- never talked to her because I was so intimidated (plus it was kinda weird since we'd never talked before in the first place).

Finally, dance rolls around, we went to a mutual friend's place for the "before" pictures and shit. Still didn't really talk to her -- I basically talked to my mom and the friends that were there. Then we went to the dance. Still didn't really talk to her.

But then we went on the dancefloor, danced to some "fast" songs -- which basically means we did some grinding (with a whole group). Then the slow songs came on. We were slow-dancing, I was kinda looking away just like you were doing, but eventually our cheeks were touching, then the whole sides of our faces were basically stuck to each other, then I kinda just leaned back, looked her in the eyes, and went for it. She loved it. You just have to assume she wants it -- if you don't, you're never gonna do shit, and nothing will happen.

Later that night we went to a friend's place to hear a band, made out for like an hour on this kid's basement floor. Ended up dating for like 3 months (I think that was the first time I fingered a girl). It was awesome, and all that shit happened because I made a move at the dance. If I hadn't made that move, we probably wouldn't have dated at all. She had already gone out with some football kids who were super confident and knew how to make moves (even at that age).

Edit: BTW, 5'5" as a sophomore sounds perfectly normal unless I'm misremembering shit. My 6th-grade brother is like 5' right now (if that), so he'll probably be around the same height by then. I'm about 5'9"-5'10" as a 21-year-old. As a freshman/sophomore in high school I bet I was about 5-6 inches shorter.

Double Edit: Assuming your parents have pretty average heights, you're projected to be like 5'11". Obviously that depends on a whole bunch of factors, but the point is that your height right now is pretty irrelevant, or at the very least has almost no bearing on how tall you'll be once you stop growing. My cousins are both over 6', and they're both younger than 16. My mom's side of the family are all super tall, whereas my dad's side are all pretty short. I got hit with my dad's genes, so I'm done growing. If I had gotten my mom's genes for that, I'd probably still be growing now (doesn't help that I'm a smoker).

So don't think of yourself as a "short-ish" guy. Sophomores should be that short. If you were any taller you'd be considered "tall" for your age, I bet. Plenty of guys are tall, but since you can't change your height, you shouldn't worry about that at all. If you're constantly comparing yourself to people who inherently have it better than you, you're gonna have a bad life, full of negative thoughts that only hurt your mindset and your future. Forget about that shit altogether, and you won't even notice the differences anymore. Realistically, obviously I notice when someone is 6'5" standing next to me and hitting on the girl I'm with -- anything outside of that though really doesn't matter. If you're smaller in stature, you simply have to make up for it with your attitude (this where the "Napoleon Complex" comes from, even though he wasn't that short). If you have the attitude of a tall, handsome, awesome guy, it doesn't matter much if your physical characteristics don't match that, because you've got the attitude.
