If this is your first time, I would keep them outside of her clothes. /u/Pit_Sweat has some excellent suggestions. Chances are she's just as inexperienced as you and you don't want to freak her out by trying to finger-bang her right off the bat.

I'd go for the waist. Somewhere else I read, slip half an inch of 1 finger between her skin and her pants and trace a line - for example from the back to her side.. and just to get her mind crazy, move it slowly to the front.

Otherwise, hands on waist or back, slip it under her t-shirt/waist so your hands are touching her bare skin on her sides/back if she's really into it, then go down and squeeze her butt-cheeks, later on you can even slip your hand down the back of her pants; first panties and then bare skin, and if it's a tight fit you can use it as an excuse to unbuckle her belt. Or go up her back and caress her back over her bra straps so she knows you noticed they're there.
