Anything she says, is true in that moment, it does not necessarily mean shit 2 seconds later when Chad walks across the street in front of her.

"I love you"..."you are my soulmate"..."you are my world"...etc...all of these, she feels that way at the moment she is saying it. Nothing more. Her feelings can change from moment to moment. She'll say it to men before you and men after you. You just happen to be doing the right thing or are able to provide the right thing at that very moment...its just your turn.

EDIT: My favorite is "I love you always"...in that moment.

So in a sense, yes that's what she IS trying to build.
