I'll be the first to denounce socialism, but I think of this more as charity during an emergency situation. A man for whatever reason thinks he's all set and stocked up, but sees other men worried and standing in line. So he (voluntarily) helps them out a bit with what he doesn't need, just to make this time a little easier to pass.

In that case he targetted people lining up at the employment office. Means they're either actively looking for a job, or just lost a job and are registering for benefits. In either case those are people wanting to be contributing members of society, so you can assume any money they get will go towards that goal.

If a man in his abundance wanted to voluntarily give money to these men as an act of charity, more power to him.
If this man had some way to give some of these people regular work in these times, that $10k might've been better used as seed money. Then, if he made a profit, he could think about expansion and hire more people. (Yay capitalism!)
Either way, I prefer what he did over socialism any day of the week.
