Tinder is a hookup site. Even if people are not using it as much that way it's still a hookup site. If you meet a chick on tinder assume she wants to hook up. If she probes for more that is when you tell her as much as your conscience tells you to. I am pretty up front because abundance, but you can do the "not right now" if your morality allows for that.

you should definitely express that you aren't looking for a relationship. this is exactly how you be direct with your intent. because if she says no, you still move on to others. if she agrees, then you know exactly where the relationship stands...

stuff starts getting cloudy when people 'assume' their status with someone else. if there was conversation and she wants to see you, then the ball is in your court. i would def be open. but the truth of the matter is, if you felt that way before 6 months ago, and you have the same type of relationship (sex but not interested in relationship), you are going to feel that way again (like you are using her). do you want to do that? only you can decide. step up and tell her flat out what you want. she's either cool with it or shes not. better to make it very known NOW, before anything happens. bottom line, women who are attracted and interested in you will almost ALWAYS pursue for the relationship. their energy is all about bonding...
