no one can answer this without pics. It all depends on your face and how patchy your beard really is

with a nice neck line and cheek line but its got some missing patches and I trim it at 1.5mm every 2 weeks.

Personally I think a neckline when your beard is that short looks goofy, if you're basically rocking scruff then let it look scruffy. But that's just me

You're 20 and cutting it to 1.5mm, of course it looks patchy.

Also make sure your neckline is actually at the back of your jaw where your neck becomes vertical, not right below your chin. Too many dudes try to draw a jawline with a facebeard and it looks weird.

My father swears they fill out, you just have to go through the uncomfortable awkward stage.

Then there is a bit of work involved in the beard so research that. I keep mine clean.

20 is a bit younger than most men can grow a full beard so this sounds pretty normal. I think I was 25 before my beard could fully come in.

Have you thought about going to a barber, not a stylist or whatever they call them but a real barber, for advice about beard styles? That's what I do and mine recommended a beard style and cut that looks great on me and gets results.

My beard is still filling out at 26. Takes time for some. My left cheek used to be the patchy one and now it's completely full, which makes my right cheek the patchy one funnily.

Beard styles will always depend on your face shape. Do some research on that and find what style fits your face best. Personally I prefer to trim it at 1 as I have some small patches on the side. Looks cleaner.
