Public Displays of Affection are rare in the current METOO atmosphere. Sexual harassment can be a serious issue.

You can make light of it with women you want to touch "I'd hug you right now, but I don't want you to blow your rape whistle."

Or risk it and just make some touches sometimes and see how she responds. I have been stubborn about letting a woman break the touch barrier with me before I ever begin to touch her. This doesn't count for Tinder girls, or women who agree to go out on a date with me, but certainly is a hard rule with co-workers.

I have pushed through the anxiety/stubbornness to touch women at work as a mission to become more outgoing and personable.

So far I have a single hugger in a swarm of office women, and she's old, comfortable, and friendly with everyone. All the women my age or near my age are pretty stiff, though there are some incredibly nice women in marketing...

Heavy escalation in public is bush league. Have some self control.

Kino in class, in front of her other classmates seems kinda cheesy. Isolate someone outside of class, then escalate.

You can touch them very lightly, but anything more than that is socially awkward. Get her outside of class.
