Actually, I think dating at work is perfectly fine, IF done correctly. Aim outside your department, and avoid women in HR. If you would interact with her 0-1 times per year for work purposes, you are perfectly fine. Keep in mind their career is also a factor in the scenario, so there is an implied level of professional interaction ie. no fighting or fucking at work. Always keep in mind that you will be honorable about breaking things off if they turn sour. She may tell her friends you suck in bed, but she should not have the bldg calling you an asshole.

I guess I'm curious as to if women are afraid to date in the workplace and that they are unwilling to take that risk?

Nope, women are far less vulnerable to the negative effects of workplace dating. Pretty much she has a bunch of women who will side with her no matter what. Your name is tarnished in the fallout, not hers.

Very much so. It's honestly a bad idea. If you fuck up at a bar, you stay clear of there for a week. If you fuck up at work, that's not fun, especially with HR

Id ONLY advise gaming at work if your game is beyond on point. Not just with attracting and fucking her, but with controlling her emotions, damage control, and re-framing any fuck sessions or dating to where you never look like the bad guy.

Do girls typically shy away or are afraid from starting any kind of relationships at work?
There is no rule for this. We can't speak for the women at your workplace.
And as for this "rule", "Don't shit where you eat......" It's bullshit. If you wanna say, "Don't shit where you eat if you can't date people without drama," then sure, don't date or game people at work.
The workplace is not the place to be going from one girl to the next, as some guys like to in bars. But then again, maybe going from girl to girl, is not the best idea anywhere. If you are following basic common sense ideas like, "Don't be an asshole," "Don't sloppily juggle girls," "Don't date psychos," etc, then workplaces are not bad. You just have to be smart about it. There are some ideas that could be helpful, whether we're talking about workplace dating or dating in a regular hang-out spot.
Don't be an asshole: Don't beat around the bush. By the time things go down with a girl, say what you want and give her the option to say what she wants. Don't try to avoid having The Talk. This applies for any kind of dating.
Don't sloppily juggle girls: Don't be a dick. Have the Talk instead of trying to sell a bunch of girls on the idea that each of them is the only one, when you're dating around. If you're dating more than one, be clean and honest about it. It's a small world and anyone you date will run Public Relations for you long after you stop dating them. If you play them straight, they'll sell you to another girl and make some set in the future much easier. Side-note: If you want something serious, have the Talk instead of trying to wait your way to a relationship.
Don't date unstable people: Emotionally unstable people will have red flags a plenty. They'll talk about a dating past full of drama. They'll be deceptive and/or hide information about themselves. They'll be full of themselves. They'll talk about romantic expectations that seem unrealistic. They'll talk about dating expectations that don't align with your. Etc.

IMO pickup artists don't need to run the risk of seducing women at work because they have effectively infinite opportunities outside of work.
