There was a big thread on it a while back. The idea is that these men are in there and can't keep their family safe while in there. So they make life hell for child abusers that are locked in there with them. I forgot the details but it's to scare off anyone thinking of hurting a child because they'll go to a much worse prison than anyone else. So in a way, they're still somehow protecting their family/kids in a general indirect way.
