All PCPs have areas that they feel are out of their competence. For example, when I moved states, my new PCP declined to prescribe my ADHD medication because he wasn't comfortable prescribing psych meds and referred to me to psychiatry. There's a lot to know as a PCP so I'd rather they refer me to someone else if they're not comfortable with a certain area of medicine.
