They obviously rate but I doubt they use the 1-10 scale. It makes sense for us since the primary thing we're looking at is their physical attractiveness, so we put that on a scale, pop out a number, and we have a nice handy rating that's an approximate indicator of overall value. It's not about proving TRP tenets, as /u/sigmared82 wrote, the value of the fictional character in drama is to concretize abstractions. Yes, a real life example is even more concrete, but the problem is we rarely see these shining examples in real life and/or if we do they come watered down with additional behavior we would not want to emulate.
