I have an idea. If you accuse someone of a rape the victim and the accused are tempera rally removed from the campus and class till the preceding are finished. the victim because the trauma they have gone thru is going to need their friends, family, and possibility therapy to get over and move beyond. The Accused because they may be a predatory. If at the end of the police investigation if no charges are filed the accused is let back to campus and the the victim as well. If the police file false rape charges and they are convicted they are also expelled from the school.

This way the school gets to say they removed the accused rapist to protect the school. The person doing the accusing wont do it on a whim because they are removed from the school. And if nothing happens their is no lawsuit because its all placed on the police. the school is out of it.
