Yeah, this is one of those phrases that doesn't entirely make sense.

Matters if you're a psychopath or not. There's a difference between being a shoulder to cry on and an emotional tampon. Women cry. It's what they do. Sometimes they just need to cry to let it out but don't have anything they want to talk about.
