Why would it be racist if female was replaced with whites and males with blacks, but this isn't considered Sexist? (Note: it's from a college)

It isn't really sexist... I mean, they assume that males wouldn't want to learn about females dressing/applying makeup for interviews, which won't always be the case (especially in the case of transwomen who are entered in the system as male, as ignatius said) but they didn't discourage men from attending or say they weren't allowed, they just assumed they wouldn't want to. A race replacement wouldn't make sense in this case as white people and black people don't have different dress styles for interviews (and in cases where the seminar was geared towards a particular race, it wouldn't be mentioned because targeting races is a very touchy topic, nowhere near targeting men or women).

He was unnecessarily accusatory and should have dropped it after "You are welcome to attend if you like".

Specifying a target audience is not discriminatory. Excluding groups is, but realistically they're correct that most, if not all, interest will be from women. It was just somebody being a bit short-sighted, not anti-male.

The biggest group being discriminated against are the trans group. They may want to wear makeup, but the school may consider them male.

WTF are they learning about makeup anyway? Uni is for education, not vanity.
