I have known several women IRL who have endured serious harassment by agents of the government and the loss of vital benefits (including, in one case, their children's Medicaid!) because they refused to cooperate with the state in tracking down their ex-partners. (It wasn't a question of disputed or unknown paternity - they wanted her to reach out to him and entrap him instead of doing their own damned detective work.)

It's draconian. If the government wants to TPR men who have been out of contact for years and are not supporting their children, fine. But don't get the kids or the ex involved in some multi-year vendetta to recoup welfare money. It's cruel and stupid and it doesn't work.

That is the law... I remember that if my mother were to receive Welfare after splitting with my dad (she was on disability, my dad broke her spine in an assault and she was confined to a wheelchair), she had to sign her child support payments to the gov't. As a result, my sisters and I suffered (read; starved).

Child support is supposed to be for the sole benefit and maintenance of the child, not to the gov't itself. Both households suffered. My dad couldn't afford to pay his bills because the Child Maintenance Enforcement Program wiped the bloody floor with him. When we had our weekend access, there was no necessities there, either. Any child support received is clawed back and that money therefore goes to barely pay rent, let alone food and bills.

I do think a requirement for women to accurately name the child's father to collect child support as a way of being eligible for welfare is a good thing. If a woman hooks up with so many men she doesn't know who the baby daddy is, then she should in fact be penalized for that behavior. And if she cannot provide for said child, off to protective services it goes.
