I don't think withholding is necessarily the right word here--simply abstaining from sex is an act of personal preference, just "not feeling in the mood." "Withholding" is usually done for some purpose, in order to achieve some goal or get some reward. In that instance, the withholder is basically a prostitute. I say, make sex worthless--masturbate. Nothing takes the wind out of a withholder's sails than saying "You don't wanna have sex? Fine. I'll be in my bunk." Sex should never be demanded as currency in a relationship; but it should also never be in demand as a currency in a relationship. Making someone pay to do something you both enjoy cheapens the relationship immensely.

Fuck witholding sex. Especially since I'm forcibly denied by distance right now.

Pretty much every emotion on the scale makes me ragingly horny - happy, sad, angry (especially this one), anticipation, that "horror movie scared", bored, asleep (...I'm into some fucked up shit). Pretty much everything except very sick or worried/anxious.

I've already made the promise to the Mr to never withhold sex. At worst, postpone it or offer an alternative - a rare bout of not feeling up for it? Try again in an hour or so. Sore throat? Anal. Busted-arse syndrome? Blowjob. Unless everything is out of order, he won't be left wanting and nor will I.

I actually had this conversation with someone recently! Full disclosure, I am genetically a female. For me (and many women I talk to feel the same way) sex has always started with me being emotionally and mentally turned on first and foremost. If I am angry at a partner then I am not turned on, plain and simple. I do not count that as witholding.
This was kind of a stupid article and personally I found her boyfriend to be kind of abusive.
