It's because women have more disposable income and more spending power.

Clothing store selection and layout is a very low priority issue, but certainly demonstrates societal bias.

It's a little subtle (look to the right).

This perfectly parodies most department stores near me, where the men's section is hidden away in the dimly lit basement and the women's stuff is front and center everywhere.
