No, not odd. My dad hugged and kissed me when I was a baby through early youth and I wouldn't have it any other way. I loved having an affectionate dad.

In my opinion, in western society it is odd for either a father or mother to kiss their children on the lips.

That picture just has an odd angle - I think it is meant to depict kissing him on the cheek. Parents kissing children on the cheek is normal.

Kissing on the lips is usually reserved for romantic partners (in the U.S. anyway). As such, it would definitely be strange watching either mother or father kissing their child in that manner.

The responses here sound like people without children. It is completely normal in the US for either parent to kiss their preteen child on the lips. Generally as the child gets older it migrates to being a kiss on the cheek. It is not creepy or gross or sexual in any way.
