Legislators respond significantly more to women (+3% points), especially in Europe (+4.3% points). In Europe, female legislators in particular reply substantially more to women (+8.4% points).

Based on the penultimate and antepenultimate paragraphs, the researchers seem very surprised that women's results in contacting elected officials don't parallel those of racial minorities.

I commend them for publishing these important findings, but they nevertheless display a subtle gynocentric bias in saying that more women legislators are needed because it "[not only] improves public policy outcomes for women, but also because it leads to higher responsiveness to women," even though this article shows that, in most of the countries studied, it's men who need more responsiveness. The historical marginalization justification is employed.
