Blame the teacher for falling for it tbh. That teacher should be professional enough to be able to offer assistance and guidance without doing the work for them.

I understand there are some US schools where funding is directly related to kids exam results, then I can understand why the teacher would.

Otherwise all that teacher is doing is saying short term gain with long term negative influences is better than short term work with long term positive gains.

That's a bad teacher.

If the teacher does his job like he's supposed to, he'll tell them the assignment is what it is and countless students have successfully completed it in the past without complaints.

If I was the teacher, I would add "yeah it's difficult....but not impossible".

Didn't libraries used to be places where one did homework, rather than made plans to get past it??

And yes, I have a huge problem with the fact that public libraries are now completely open to teens talking up a storm. Used to be, when there was talking in the library to the degree you're describing, a librarian would ask the interlocutors to be quiet, so as not to disturb others who are trying to read and work.

Bottom line: it's all about pandering to kids at this point, whether a teacher who isn't strong enough to instruct students properly and then hold them accountable, or a library staff that's too afraid of repercussions to tell these two to shut up or leave.

As for the implicit gender dynamics here, they only make the situation even more despicable. I wonder who taught these two that by acting like helpless females, they could get whatever they wanted from a man. Shame on whoever that was, shame on these girls and shame on any male professional educator who's stupid enough to fall for it.
