Real question though: what’s wrong with this bill?

I get Angelina Jolie is addressing it, but what does the bill entail? I didn’t find what was in it in the article. Is it just to help women get out of DV situations….? Is there something wrong with that or a piece of crucial information I’m missing? I would love this bill just as much if it was specifically for men. I just don’t see ( from the information given ) why this would be bad.
