In UK there are tons of homeless shelters. Aka, day time, homeless are roaming the city and at night they can sleep in a nice warm/cold ( air conditioner) room, safely with night staff. There is a small window at the door so night stadd can ensure nothing is wrong (like suicide or accidents) so it can be offputting.

If they approve such laws, they they create homeless shelters? Night crises and whatever they can call them?

It seems like homelessness is a purely a man made problem. It could be eliminated if there were areas without building codes in every state, so people would be free to make a dwelling there. It's not that these men can't make an edifice. It's that the government will come chase them away and tear it down. There needs to be an area far from the cities that men are permitted to make dwellings for themselves. The urban real estate needs to be cleared up for workers, too. We can't have 2/3 of city real estate allocated to people who don't even work.
