Laws are setup to basically make sure the child is taken of financially, so it is assumed if the child has two parents it is the best case for the courts... Even 10 years later if it is found it the parent on the birth certificate is not the real Dad, that won't relieve him of the obligation of payment of the child.

I'm pretty sure that is the default presumption under the law in any country that even has laws about this.

However, if either parent raises an objection, this may not be the presumption in those countries with laws about this and paternity testing is readily available. In some states in the US, paternity tests may not be enough to deter the state from ordering child support to the father who is proven NOT to be the father.

HOWEVER, in places like France, no paternity test is allowed by law without the mother's consent, regardless of what the father says, unless the father petitions a court for the order and the judge agrees. If a father is caught collecting samples for unauthorized paternity testing, he will face criminal charges. It takes pretty extreme and obvious cases for a judge to agree to order a paternity test against the mother's wishes - such as medically diagnosed sterility of the father, absence of the father (such as oversees military deployment - does France even have an army that deploys overseas?) during the time that conception would have happened, etc.

Cuckoldry is the new (oldest story in the book) big thing.

With declining birth rates, it's not likely to get much better for men's rights in this regard either, in fact, I would suspect that more places will begin to adopt positions like France.
