The media is very bias and one sided in this. Having lived in Seattle and Portland, and having dealt with plenty of these transients, I'm not so quick to judge her. You pay for parking spot, only to have one of them with an orange cone in that spot tell you that you also have to pay them not vandalize your car. They ddo this around hospitals.

What are you guys doing about homeless men? I've got time, I'll wait. (Btw, I have volunteered in the past with homelessness outreach orgs, given out supplies and food to unhomed persons.)
