The fact that it's women and children first, and women before children, when women have more buoyancy than men, is really just all you need to realize we live in a matriarchy. Not a patriarchy.

It depends on the particulars of the ship/body of water but the issue isn't always buoyancy/staying afloat but surviving the cold waters. Using this logic men have a higher metabolism and may be able to keep warm longer. Either way, making rules based on gender about who shouldn't get a lifeboat isn't necessarily the best way to do things.
