This is outrageous. Who wrote Title IV-D and why?

The horrors of divorce court that men face. Testimony by men. Title IV-D grants judges extra income for each dollar extracted from the non-custodial parent.

EDIT: It looks like this original source was not quite right. I can't find any evidence that the judges get personal kickbacks, though the local court system does get 66% of it's costs related to collecting child support, reimbursed by the feds. That alone is quite an incentive, in these days of tight budgets, for the courts to award maximum child support to the custodial parent. See link below.
