A creep is any man that any woman is uncomfortable being aware of.

Once labelled as a creep the man can and should be shunned by the woman, groups of women, and society. Women have this right and they perform a public good by exercising their right.

This will create an underclass of men. Once a creep you will always be a creep, however sometimes being a creep will be overlooked. You can be called a creep at any time. There is no appeal to being a creep.

The definition needs to be inclusive to suit the various uses of the word that are out there.
