It is a non-gender issue. That is a fact, how do I know, because 3000+ years ago domestic violence by women was taught in the Bible:

Better to live on a corner of the roof than share a house with a quarrelsome wife. --Proverbs 25:24

A constant dripping on a day of steady rain And a contentious woman are alike. -- Proverbs 27:15

Better to live in a desert than with a quarrelsome and nagging wife. -- Proverbs 21:19

If it wasn't an issue, they wouldn't have put 3 verses about it in one book of the Bible.

Probably not always and everywhere, but probably most places at most times. The exceptions would probably be when there is a breakdown of male authority leading to a temporary and unstable system of brute force controlling matters.
