This one applies mostly due to FGM being 100% illegal but MGM being 100% legal. Government does regulate, or lack in regulation, the male body vs the female one.

Selective service registration meant that the govt rather literally owned my body when I was of draftable age. I would have been legally required to kill and/or die at the government's command.

I would think of this more as the parent (or parents) doing it rather than the government, even if it is endorsed by them.

This raises a question I hadn't thought of though- if a baby is given up at birth into government social care, would the child be circumcised?

There are plenty of laws that regulated the male (and female) body.

1) Drugs, good or bad, right or wrong. The government decides what drugs you can legally take, either recreational or prescription.

2) How many hours you can legally work, Good or Bad you decide

3) Child Support, WORK, PAY MONEY TO MOTHER or go to jail.

If Kavanaugh had mentioned circumcision, he would have probably lost votes from all Republican senators with mutilated sons. I don't think any Democrats are planning to vote for him, anyway.
