I think it's more the latter; that because of how dating dynamics work (due to reproduction mechanics) some women are less likely to be taught as vigorously about their partners needs and boundaries than men.

This is how women's lack of perceived agency helps them rather than hurts (when it comes to promotions etc); most people would find it laughable that a guy would turn down sex due to tiredness or nerves etc; just look at the comments under any "female teacher raped a school boy" article

There's a video somewhere on YouTube where a guy interviewed a bunch of women about what they would do/think if a man they wanted to have sex with said "no" or something, and most were like a parody of how rapey extreme feminists think men are.
