Depends on what's the legislation. In my country (France) the age of consent is 15 so it wouldn't be counted as sexual abuse under the law whether the older person is female or male. Of course people would see it as weird although not as much as if said older person was male. Our president Mr Macron is 24 years younger than his wife, his former high school teacher who he started to have a relationship with when he was 15. I've never heard any French feminist scream and pull out her hair over this, they would have surely done so if the genders had been reversed though. There is something misandristic in the way people approach consent with younger adults.

To know it. Did he consent through the whole act? If no>abuse If yes> was is the legal age to have sex with a major? (Depends on legislation) etc

How much older? 19? 25? 38? Legally, probably all of them unless the age of consent in your country is 17 or lower, but I wouldn't say there is any moral problem with a 19yo and a 17yo having sex.

Well all depends in which country you are. In germany a 14 year old can have sex with someone who is between the age of 14-18 and as a 16 year old you are allowed to have sex with someone of the ages of 14-infinity.
