I don't know what it's like in the UK, but in the US it's probably a combination of men becoming less violent and women becoming more violent in relationships. Boys are lectured from the time they are kids about domestic violence, sexual harassment, etc., whereas girls are taught that female violence is just girl power and that sexual harassment is just women expressing their sexuality. Men also realize that if they defend themselves or hit back, they're going to be the ones going to jail (see: Duluth Model) so they don't bother.

It might also be that the police have become more likely to take male victims seriously. It probably varies on location, but in my county the police won't hesitate to arrest women who attack their partners.
