Yes and yes. There is a little more nuance to the problem though, it isn't the "fault" of women so much as it's the fault of society at large for permitting the continued destruction of the family unit and the erosion of cultural cohesion. Men and women are both to blame, though many women have certainly been fooled into a lie.

It's really the culture that is to blame. The culture is fueled by technology, and is perhaps the most obvious path a culture would take given such technology. But in theory a more healthy culture could be built, even with the same level of technological advancement.

Within this context, women are indeed more responsible for the declining birthrate than men. But not by that much. And it makes sense since women bear more of the burdens in having children. In theory, women get more of the joy, too. But it's hard for people of either gender to enjoy these types or pleasures anymore in today's dopamine and endorphin high world.

So yeah, neither gender is really more to blame. If men had to make the same sacrifices to have kids as women do, they'd probably be as disinclined to have them as women. At least in the cultural context of the developed world.
