Are there any regulations, lawsuits, or parts of medical ethics causing this instead of "misogyny"?

Any individualized case can be misogynistic of course. But that doesn’t give a green light towards saying society in general is misogynistic. For every example of misogyny within society there is a misandristic one. You don’t receive the cards you’re dealt and be a victim. You play your hand the best you can. No one else is going to do it for you.

I'm sure with the repeal of Roe v Wade a lot of doctors are being way more cautious than they were before the repeal. However, this was in New York.

I've had something that seems to have been a cluster headache once in my life. She seems to suffer from the regularly. I'd say they are lucky she decided to file a lawsuit instead of burning the hospital to the ground.

what sort of "ethics" would make someone not treat a patient? she's in pain. she needs pain meds. just because she is a young adult is NOT a reason to NOT treat her pain.
