Visit the coffe shop and when it coincides you two are there at the same time, smile at her and tell her aren't you the girl on instagram? I saw the post and think its really nice

Check her reaction afterwards. This might lead to: 1-an instant conversation opener with both of you interacting 2-just a smile and it gets cut off. Doesnt mean dorever but it will be a good beginning for a friendship. A first step 3-she might not be interested or have a boyfriend...
